به همت دکترعلي‌اکبر عصار نیا مدیر عامل محترم سازمان فرهنگی و تفریحی شهرداری مشهد و دیگر کارمندان و کارشناسان با انگیزه و کوشای این سازمان اقدامها و طرح های مفیدی در جهت ارتقاع فرهنگی شهروندی در حال انجام و پی گیری است.جا دارد از خدمات این عزیزان تشکر و قدر دانی داشته باشیم.
نکته قابل توجه در مورد مشهد ، مهاجر پذیر بودن آن و یکنواخت نبودن فرهنگ مردم می باشد. این موضوع و مدیریت های نادرست چند دهه ی اخیر موجب شده تعلق خاطر های بومی کم رنگتر شود و مشهد هویت درخور خود را نداشته باشد. یکی از مهم ترین راهکارهای حل این مشکلالت ، رسیدگی بیشتر به بالا بردن فرهنگی شهروندی و بومی است. این مهم ،فقط با همکاری و مساعدت بیشتر دولت برای ارتقاع فرهنگ پویا و سازنده ی مجلس و دولت و فرهیختگانی که به آباد نمودن ایران اعتقاد دارند امکان پذیر می باشد.در عمل بودجه ی اختصاص داده به مشهد به ویژه برای کارهای فرهنگی بسیار ناچیز است.در مورد همین فرهنگ سرای کودک و آینده ، شاهد بودم که آقای دکتر عصار نیا با زحمت زیاد و بودجه مالی کم ، تلاش می کردند تا مجموعه کارساز و قابل قبولی را اداره نمایند.کم توجهی به کارهای فرهنگی و هزینه ننمودن دولت و مدیران شهری برای آن ، پی آمدهای بسیار ناگواری را در پی خواهد داشت که درمان هر یک از آنها صدها بار هزینه و انرژی بیشتری را از ملت ایران خواهد گرفت. لذا امیدواریم مسئولین محترم به خود آیند و توجه بیشتری گسترش و احیائ علم و فرهنگ شهروندی، گسترش مراکز گردشگری و صنایع وابسته و ... داشته باشند.
در ایجاد مراکزی مانند شهر آینده بیش از اینکه به فکر درامد زایی از آن مراکز باشید باید به فکر جذب مخاطبین بیشتر و آموزش رایگان آنها بود. همانگونه که در طرح شهروند الکترونیک که یکی از دهها طرح اینجانب در فراخوان مشق شهر ( در فراخوان مسابقه و همايشي به نام مشق شهر ، مسئولین سازمان فرهنگی و تفریحی شهرداری مشهد ،توانستند هزارو سيصدو چهل و دو طرح را دريافت نمايند كه از بين آنها سي نفر را به عنوان طراح برگزيده انتخاب كرده و باز از بين آن سي نفر، پنج طراح را ، به عنوان طراح ويژه برگزيدند ، اينجانب يكي از آن پنج نفر بودم ؛ از آن جلسه گزارش كتبي و تصويري نيز تهيه نمودند. این موضوع در زمان مدیریت آقای فیاضی رخ داد که مدیر بعد از ایشان نیز جناب آقای حسین شادکام نیز در جلسه ای که دعوت نمودند و حضوری از کارمندان محترمشان استعلام نمودند، نیز در جیان این طرح ها بودند و قول دادند همانگونه که در اطلاعیه فراخوان ذکر شده بود به انجام تقدیر و جایزه های عنوان شده در اولین عید بپردازند که متاسفانه این وعده ی خوبان عملی نگردید و یکی از عواملی شد که فرهیختگان مشهدی با ترس و بد بینی از پایمال شدن حقوقشان توسط دستگاه های دولتی روبرو شوند. با توجه به مثبت اندیشه مدیران محترم چندین دوره ی ان سازمان امیدوارم حقوق از دست رفته ی این طراحان به آنها داده شود و با پیامد عدم همکاری نخبگان با مراکز دولتی به خاطر این گونه حوادث ، روبرو نشویم. چرا که کنار کشیدن شهروندان کارآمد از همکاری با مراکز فرهنگی ، علمی ، تحقیقی و ... دولتی موجب نابودی تدریجی اصیلترین منابع انسانی و در نتیجه سقوط یک کشور و ملتی با تمدن گرانبها خواهد انجامید. بزرگترین سمایه های یک ملت ، نفت و دیگر منابع مالی و اقتصادی نیست ، بزرگترین منابع قابل افتخار و سازنده ی هر کشوری نیروی انسانی فرهیخته و کارآمد آن است. نیرو های با انگیزه و متبحری که می توانند در جهان تاثیر گذار باشند و نقش های کلیدی در ساختن جامعه داشته باشند.
یکی از جدیدترین اقدامات سازما ن فرهنگی و تفریحی شهرداری مشهد برگذاری جشنواره ، کارگاه های آموزشی و ... در مجموعه ی فرهنگی کودک و آینده واقع در پارک کوهسنگی مشهد می باشد. تمام این تمهیدات در جهت رشد خلاقیت ها و فرهنگ شهروندی بازدیدکنندگان به ویژه کودکان عزیز ایران زمین می باشد.
